China elderly-care service reform framework (State Council 2025)

The central 2025 framework for China's elderly-care system (home-based + community + institutional + medical-elderly integration), setting the policy basis for foreigner-facing facilities.

The document does not distinguish overseas vs domestic residents; foreigner elderly-care specifics are implemented locally by civil-affairs bureaus.

  1. Understand the national framework (home/community/institution + medical-elderly integration).
  2. Check the local civil-affairs bureau for foreigner-facing facility policy.
  3. Confirm insurance and residence-permit prerequisites separately.

Permanent residence in China via a Chinese spouse (family route)

The spouse route is the one path to Chinese permanent residence that does not depend on investment capital or a senior job title — it depends on time. The four requirements are fixed and there is no discretion to waive them, so knowing them years in advance is what decides whether the clock you are already running counts.

Permanent residence is not citizenship: Article 2 defines it as residence without a time limit, and holders still enter and leave China on their foreign passport. The card also does not end your obligations — you must still spend at least three months in China each year, and the card itself expires after ten years.

  1. Check the four spouse-route requirements against your own timeline
  2. Assemble the documents every applicant must file
  3. Add the documents specific to the spouse route
  4. File with the public security bureau where you have long-term residence
  5. Keep meeting the residence requirement after approval
  6. Renew the card before it expires
